P2623 indicates the PCM has detected an open or excessively high-resistance condition in the electrical circuit for the injector control pressure regulator, often called the injection pressure regulator (IPR). This solenoid controls high-pressure oil used to actuate the fuel injectors, so an open circuit prevents the PCM from regulating injection control pressure. The result is typically poor running, hard starting, or a no-start condition.

What causes it — most likely first

1. Open or failed injection pressure regulator (IPR) solenoid

The solenoid coil can break internally or its terminals can fail, producing an open circuit that the PCM detects when it commands the regulator. This is the most common component-level cause of P2623.

2. Wiring open, chafe, or connector fault between PCM and regulator

Heat, vibration, rubbing, or corrosion can break a wire, damage insulation, or push out a pin in the harness or connector, interrupting current flow to the solenoid.

3. High resistance or poor connection at the regulator connector

Corroded, loose, oil-contaminated, or damaged terminals can raise circuit resistance enough that the PCM interprets the circuit as open.

4. Power or ground supply problem to the regulator circuit

A blown fuse, faulty relay, compromised ground path, or poor battery feed can prevent the solenoid from energizing and set the code.

5. PCM driver/output failure

Rarely, the transistor or driver inside the PCM that switches the regulator circuit fails; this should only be considered after the solenoid, wiring, connectors, and power/ground are proven good.

How it's diagnosed

  1. Inspect the regulator connector and nearby harness for oil contamination, corrosion, pushed pins, chafing, or damage; repair as needed.
  2. Measure the IPR solenoid coil resistance and compare with manufacturer specification; replace the regulator if it is open or out of range.
  3. Check continuity and resistance between the regulator connector and the PCM for the control and return/ground circuits; repair any opens or high resistance in the harness.
  4. Verify the regulator receives proper ignition/battery feed and ground when commanded; correct any fuse, relay, or grounding issues.
  5. If the solenoid, wiring, power, and grounds are all confirmed good, test the PCM driver output or compare with a known-good module before condemning the PCM.
