P0651 indicates the powertrain control module (PCM) has detected an open-circuit condition on the 'B' sensor reference voltage line. The PCM supplies a regulated 5-volt reference to multiple sensors (such as MAP, TPS, APP, or fuel rail pressure sensors); when that voltage is missing or reads abnormally high on circuit B, the PCM sets this code and may disable the affected sensor inputs.

Symptoms

What causes it — most likely first

1. Failed sensor on the 5V reference B circuit

A sensor with an internal open or short is the most common cause. When a sensor fails internally, it can break the shared reference circuit or pull the voltage out of range, triggering P0651.

2. Damaged, chafed, or broken wiring

Heat, vibration, abrasion, or rodent damage can chafe or sever the reference voltage wire, producing a true open-circuit condition between the PCM and its sensors.

3. Corroded, loose, or contaminated connector

Moisture intrusion, green-corrosion on terminals, or a partially seated connector at a sensor or at the PCM can interrupt the reference voltage path.

4. Recently failed sensor leaving residual code state

If a sensor shorted the reference circuit in the past and was replaced without clearing codes or relearning, P0651 can persist even after the new sensor is installed.

5. Weak PCM power supply or ground

Low battery voltage, corroded battery terminals, or a poor engine/PCM ground can cause the internal 5V regulator to read out of specification and falsely set P0651.

6. Internal PCM failure (rare)

The 5V reference regulator inside the powertrain control module has failed. This is uncommon and should only be considered after every wiring, connector, sensor, and ground possibility has been ruled out.

How it's diagnosed

  1. Scan the vehicle for all stored and pending codes; identify which sensors are on the 5V reference B circuit using service information for the specific make, model, and engine.
  2. Visually inspect the wiring harness and connectors to every sensor on the reference B circuit for chafing, pinching, broken insulation, corrosion, or backed-out terminals.
  3. With the ignition on and the engine off, back-probe the reference voltage at each sensor connector. A healthy reading is approximately 5.0 V; a reading significantly higher or lower confirms the fault path.
  4. Unplug the sensors on the affected circuit one at a time while monitoring reference voltage at the PCM. If the voltage recovers when a particular sensor is disconnected, that sensor is the failed component.
  5. Perform a continuity and resistance test on the reference voltage wire between each sensor and the PCM connector to locate any open or high-resistance section of the harness.
  6. Verify battery voltage, PCM main power, and PCM/engine ground integrity before concluding the module is at fault. A PCM replacement or reprogram should only be performed when a confirmed internal failure is found.
